Federal Lobby Reporting
The Honest Leadership and Open Government Act (HLOGA) of 2007 requires active lobbying registrants and individual lobbyists to file a semi-annual report of certain contributions along with certification that the filer understands the gift and travel rules of both the House and the Senate. Registrants and each of their lobbyists who were active for all or part of the semi-annual reporting period must file separate reports detailing their contributions, including FECA, honorary, Presidential Inaugural Committee, Presidential Library and certain payments for event costs.
In addition, The Lobbying Disclosure Act of 1995, as amended by HLOGA, requires all active registrants to file quarterly activity reports with the Clerk of the U.S. House of Representatives and Secretary of the U.S. Senate. These reports must be filed electronically.
Let PASS take the burden of Lobby reporting from you. Your PASS Compliance Manager will prepare your Lobby Disclosure reports and send them to you for review and approval. As part of PASS’ Federal Lobby Reporting services, your Compliance Manager will create the XML file of all PAC activity and will upload that information with your lobby report.

Lobby Reporting Services:
- LD-2 – PASS’ LD-2 portal captures your lobbying information and allows multiple lobbyists to add to the report with their own pages. PASS will prepare your reports or you can use the data collected in the lobby portal to prepare and file your own LD-2 reports.
- LD-203 – PASS’ LD-203 reporting service captures all of your contribution information to produce the necessary XML file for uploading to your LD-203 form. Store all of your PAC and other contributions in one central database and you can produce the contributions file with the click of a button.
